Hon. Temporary Deputy Speaker, as I congratulate my sister for bringing this Bill, I want to tell Kenyans today that this is the best thing that ever happened to this country. I believe that almost 10 per cent of our population has disability. I have trained children in both high schools and primary schools together with their parents and teachers on life skills. My saddest day was when I went to those schools and found children who wanted to use facilities, particularly washrooms, stranded. Our rural areas really need this Bill to ensure that persons with disabilities are taken care ...
