  • 24 Feb 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I support the amendment because the title “Kenya Engineering Technology” is an upgrade and gives the engineering technologists and technicians some clout. It is important especially because technologists play a critical role in this economy. view
  • 6 Aug 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman for giving me this chance. I support this amendment. I support Hon. Korir because I remember when we were discussing the Public Procurement and Disposal Bill in this House, we pegged the local content at 40 per cent, so that citizens may benefit from business. This is timely. We should initiate it from the time of registration. This is a very good move. Thank you. view
  • 2 Jul 2015 in National Assembly: Hon. Speaker, I wish to present a public petition by Mr. R.O. Abednego Etyang’a on alleged intimidation and victimization through irregular transfer and posting by the Principal Secretary of Interior and Co-ordination of National Government, Ms. Monica K. Juma. view
  • 2 Jul 2015 in National Assembly: I, the undersigned, on behalf of Mr. Abednego Etyang’a, a citizen of Kenya, draw the attention of the House to the following:- THAT, Mr. Abednego Etyang’a is a Senior Deputy Secretary in the Directorate of Immigration and Registrar of Persons, Ministry of Interior and Co-ordination of National Government. THAT, Article 236 of the Constitution provides for protection of public officers from victimization, discrimination and removal from office or subjection to disciplinary action without due process of the law. THAT, the Principal Secretary for Interior and Coordination of National Government victimized the petitioner by transferring him from the Ministry of Interior ... view
  • 2 Jul 2015 in National Assembly: THAT, the posting and subsequent transfer by the Principal Secretary to proceed on compulsory leave pending re-deployment amounts to intimidation and harassment of a public officer and is in contravention of the Constitution, Labour laws and the public service regulations. THAT, the petitioner has lodged several appeals with the Ministry officials regarding the matter but to no avail. • 30 Jun 2015 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me the opportunity to contribute. First, I support the Bill. I wish to join my colleagues who have contributed earlier on and said that this Bill should have been enacted 20 years ago. This is because the sector is employing many Kenyans. Currently, as it is, there are two associations which are loosely controlling the industry; that is the foreign-owned industry players’ association which is Kenya Security Industry Association (KSIA) and the locally-owned companies’ association called Private Security Industry Association. The two are miles apart like the north and south poles. The discrimination ... view
  • 30 Jun 2015 in National Assembly: Finally, on the question of former security officers who retire, I am happy with the provision of the Bill that if they have to engage in the private security profession, they should be vetted. This is because some of those who have been retired or fired loosely form a company and propagate the same crime which they may have been involved in when they were in the public sector. This needs to be looked at and I wish that when the Committee brings it to the Third Reading they will strengthen that. view
  • 30 Jun 2015 in National Assembly: Finally, Hon. Deputy Speaker, there is the question of guns. My colleagues have talked about guns. There are pros and cons of guns. In our neighbouring country, Uganda, guards are given guns. It is important that they are given guns, but the way they are given the guns should be regulated so that the guns are registered and tracked. If possible all guns should be given a code like the GPS tracking system so that if a security guard is given a gun, we know that the firearm number is for a particular company guarding a particular facility. That should ... view
  • 16 Jun 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker for giving me this opportunity to support the adoption of this Report. I am a Member of this Committee. We had several sittings and what we heard was shocking. We heard evidence from different stakeholders in the oil industry. What they told us is like a thrill in a soap opera. This strategic installation was started in pre-independence days; precisely in 1959. It has been in operation for all those years, notwithstanding that the technological evolution overtook The electronic version of the Official Hansard Report is for information purposesonly.
