14 Dec 2017 in Senate:
Thank you Mr. Deputy Speaker, Sir. We were able to bring in the Directorate of Industrial Training. We were able to train these people in Mombasa, Nairobi, Kisumu, Nakuru and Nyeri. That is how we managed to get our Asian brothers competitors from Tom Mboya and Biashara streets to go to Industrial Area for the industrialization programmes. This is how the jua kali programmes started rising up. This sustained employment opportunities for Kenyans at 40 per cent. Mr. Deputy Speaker, Sir, this is where employment will come from. When you talk of industrialization you are talking of micro and medium ...

Thank you, Mr. Deputy Speaker, Sir. I support this list on the understanding that our foreign relation with our neighbours is a very critical factor. 7 Dec 2017 in Senate:
Mr. Deputy Speaker, Sir, I hope that there are no other games being played on the postponement of the date from 13th December to 14th December, because that falls on a Thursday and we are supposed to adjourn on that date. We do not want to hear another story later on that there is something else which has happened occasioning the postponement of these appointments to next year when the House again resumes in February. I want a tacit reassurance that that would take place on that day, on 14th of December. The electronic version of the Senate Hansard Report ...

7 Dec 2017 in Senate:
Yes, Mr. Deputy Speaker, Sir. If they take the concept that there are two polling stations, I will accept that position. I only wanted the assurance that we do not again fall in the same mistake that you found yourselves in, in June. I was not here when this had to be postponed, unfortunately, until after the elections. I saw some of the write-ups from the Member States within the EALA complaining that Kenya has delayed the East African Community (EAC) in transacting major businesses that are required to be done by these nations. That is really the spirit upon ...

7 Dec 2017 in Senate:
Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity to second this Motion. It is so important that we need to know the genesis of why we are doing all these things. First of all, when you look at the Fourth Schedule of the Division of Responsibilities between the National and county governments, it is quite clear from the outset that in order for us to have a comprehensive and all-inclusive policy, we must all of us be able to coordinate our functions and services at the National and county levels. When I survey this nation, 84 per ...

6 Dec 2017 in Senate:
Thank you, Mr. Deputy Speaker, Sir. I stand to contribute to this Motion. I have a great attachment to this Motion because I am the most immediate former Ambassador for United Nations (UN) Habitat and the Permanent Representative. I took part in the negotiation of the New Urban Agenda which we were able to develop in Quito, Ecuador, on 20th October, 2016. Subsequently, before I quit to join politics, we were able to have it passed in the General Assembly on 23rd December, 2016. I think there is a lot that has been misunderstood when we talk of the New ...

29 Nov 2017 in Senate:
should never find its way for discussion in this honourable August House. It is one of those substances that we all know are intoxicating. It is one of those substances that are anti-social because somebody who is under Cannabis Sativa has no control over his or her faculties. It would be morally wrong to justify it on the basis that because it has been presented as a Petition, we should allow it simply because somewhere else, for example, in the United States of America (USA) it is has been practiced and known to be medicinal. I do not disagree that ...

29 Nov 2017 in Senate:
It promotes anti-social activities and gives people false confidence. When one has this false confidence they can do anything under the sun thinking that they are right when they are disastrously wrong. As a House of elders and ladies, we should be able to discourage any habit that has a direct bearing on psychotropic effects on the brains of our young growing population. Even if it goes to the Committee on Health---
