29 Nov 2017 in Senate:
Thank you, Mr. Speaker, Sir. University education is one of the most important elements in equipping the nation with the capacity to deal with multiple problems that we come face to face with in our daily lives. All these Senators here are products of the university education. I believe, as a former Minister for Education and a Professor in the University of Nairobi, that our professors and lecturers are the most poorly remunerated people within our society. Any nation worth its salt produces a very energetic and extremely talented young people who can take over the mantle of nation building. ...

29 Nov 2017 in Senate:
Thank you, Madam Temporary Speaker. I speak with a heavy heart on this matter having had the occasion to work in the North Eastern region in the 1960s as a medical doctor in Wajir, Guraro and other areas. I know the sights I witnessed there made a very difficult moment for me in my subsequent activities. All of us know it is basic knowledge that water is life. All of us know that our body mass contains 80 per cent of water. Therefore, any deficit in the supply of water for your body, you succumb very quickly. Certain communities are ...

27 Sep 2017 in Senate:
Mr. Temporary Speaker, Sir, I am just wondering whether it is a normal practice and tradition of this House to interrupt a Member when she is making her maiden speech by points of order? I, therefore, request that you rule the Sen. Cheruiyot to be out of order because this is her maiden speech.

10 Jan 2013 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, let me also take this opportunity to echo my sentiments and thankfulness to the Almighty God because when we started this Parliament, it was very difficult but by God’s grace we were able to blend together. One big issue that this Parliament has done is to bring the social, cultural and economic diversities into focus. We have been able to relate to each other, to discuss both polite and very explosive issues but at the end of it all, we came to a solution with an understanding that we belong to one nation and we ...

2 Jan 2013 in National Assembly:
Mr. Deputy Speaker, Sir, when I look at this Bill, I find it is extremely unreconciling with the views being expressed by my colleagues as regards the Presidential benefits or for any other officer within this House. Earlier on this afternoon we were all quite enthusiastic and happy splashing accolades on the work and the job that has been done by this Parliament and also the job and work that has been done by the President. It, therefore, becomes very incongruous to suggest otherwise that if you indeed accept the basic principle that these officers have done a good job ...

2 Jan 2013 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I fully support this Bill. We must make a distinction between political devolution and a co-ordination mechanism that provides the framework for a popularly elected President to co-ordinate the services of his Government using 80 per cent of the National Budget, 15 per cent of it having been assigned to County Governments. Therefore, the President must have the machinery with which to monitor and co-ordinate delivery of services to the single most unit in the country, namely, the sub-location, which is headed by village elders. Mr. Temporary Deputy Speaker, Sir, it is, therefore, important that ...

4 Dec 2012 in National Assembly:
I want to move:- THAT, since Kenya is a signatory to the Vienna Convention on Diplomatic and Consular Relations and the Convention on the Privileges and Immunities of the United Nations, having ratified it in 1965, therefore, these privileges and immunities under Cap.179, which also came to force on 6th April, give the force of Kenya Law; I want to ask the indulgence of this House that further to this Convention and also under Article 27, any official correspondence of the Mission is inviolable and hence, the diplomatic bags are not being opened or detained. Also, Articles 30, 34 and ...

30 Aug 2012 in National Assembly:
Mr. Speaker, Sir, I rise to deliver an unsolicited Ministerial Statement following the demise of the Prime Minister of Ethiopia His Excellency Atto Meles Zenawi on 21st August, 2012. My Statement also comes in the wake of reports about alleged uncomplimentary remarks about the late Prime Minister attributed to some of our nationals. Members may be aware that His Excellency President Mwai Kibaki issued a message of condolence to the Government and people of Ethiopia on behalf of the Government and the people of Kenya, which I personally delivered to the Acting Prime Minister of Ethiopia, His Excellency Hailemariam Desalegne. ...
