Thank you, Mr. Speaker, Sir.With hindsight; I just want to put a caution on this exploration that there is Methane gas. We have this habit of ploughing all over the place now that we suspect that there is Methane. Considering that this is a highly flammable gas which can just spark off at a little friction; it is toxic and can even cause blindness if it is adulterated with drinking water, what measures is the Ministry taking to ensure that the inhabitants around that region are safeguarded against these toxic effects?

Mr. Speaker, Sir, I am aware of that. However, if Methane is mixed with water or any other drinking substances, it becomes toxic. Therefore, it is important that we safeguard people from any of these gaseous elements. It is important that we also take care of these things. Methane is just a chain reaction from methyl hydride to Methane gas to when it becomes carboxylated to become a weak or simple acid. Mr. Deputy Speaker, Sir, I rise to seek clarification. It would appear that the Chairpersons from the Government side are having some great difficulties in getting the results or replies from respective Ministries. I get the feeling that they are almost being humiliated in going to those offices to seek information. Is there a way that this House can bear upon the respective Ministries to respond expeditiously to the request of the Chairpersons of the respective Committees so that the information is available to this House to enable us transact business more expeditiously?

Mr. Deputy Speaker, Sir, it is not a point of order. I just sought clarification from the Senate Majority Leader to find out a method on how the work of the Chairpersons of the respective Committees can be made easier. With what I have heard today, it is as if the most attention they can get is that of the Permanent Secretary (PS) while the Cabinet Secretary (CS) is absent. Is there a way this House can facilitate the process of securing proper information from the respective Ministries?

On a point of order, Mr. Speaker, Sir. I am happy that we have unanimously voted for this Bill in the Second Reading stage. However, my experience in parliamentary affairs has taught me that when there is a sticky issue that involves both sides of the House, the best way out to cool down tempers is for the Chair to call for a Kamukunji meeting. Firstly, over a period of time, there has been progressive policy development on the use of riparian land such as the valley bottoms where people were encouraged to develop horticultural products. Mr. Speaker, Sir, I would like to ride on this question. Fire outbreaks are not peculiar only to Nairobi City County. We have these fire outbreaks in many of our county headquarters. One of the things that we want to know is with regard to the disaster management teams, whether in Nairobi City County or any other county is: What is the level of preparedness in terms of reaching at the site and what level of access do they have to any site?
