When the TSC moved its headquarters from its previous place along Moi Avenue to Upper Hill, these offices were incomplete. There are two levels, namely; the civil servants union, which is the TSC, and the umbrella body. The collective bargaining agreement is signed with the mother union, the civil servants union, the overall union. When they formed the local chapter at the TSC, they were not entitled to any deductions directly to their union. Any deductions had to be transmitted directly to the mother union. It is my expectation that when these funds are finally released to the respective account holders, that they will be able to put them to use. One of the areas where we are suffering greatly is making services accessible to those who are mostly affected, maybe the Internally Displaced Persons (IDPs).   • 30 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, having said that, it is my expectation and I plead with the Deputy Prime and Minister for Finance, that this release of Kshs5.5 billion under the ESP is itself a sweetener and I hope, without having to gag him at this stage, that there will be a stimulus for an additional funding when the new budget finally comes. This is because it is one area which has been able to reduce the gap between the “haves” and the “have nots” in terms of development within the regions of Kenya. view
