  • 16 Feb 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Obviously, the Members are reading this list upside down. Indeed, I have signed it and own the Question. We have constituencies on one side and the schools on the other, for instance, we have Makadara and Westlands. When you look at Makadara, you will see Lenana School. Obviously, Lenana School is not in Makadara Constituency. We have listed the number of constituencies in that county and then on the right column, we have listed the national schools in that county. So, you cannot put a horizontal line and then say that ... view
  • 10 Feb 2011 in National Assembly: Madam Temporary Deputy Speaker, I thank you for giving me the opportunity to contribute to this Bill. view
  • 10 Feb 2011 in National Assembly: I have seen this Bill at another level, and I want to support the Minister for Justice, National Cohesion and Constitutional Affairs on the way and the manner in which he has presented this document. view
  • 10 Feb 2011 in National Assembly: Madam Temporary Deputy Speaker, there is one area which has been mentioned, which I want to re-emphasise. Now that we have 47 counties, there should be an express provision in the law for the establishment of a county judge and the retinue of judges that go with such an office, because one of the biggest problems we are experiencing at the county-level is backlog of cases. Some cases are as old as 20 years, and you wonder how justice is being dispensed in some of those areas. You cannot get the necessary space to be heard in the courts, so ... view
  • 3 Feb 2011 in National Assembly: Mr. Speaker, Sir, I just want to add my voice; that your ruling has given us an opportunity for this matter to be properly before this House. It is the function of this Parliament to examine, to vet and make a decision in one way or another on how this matter should proceed. I think from what I have heard from hon. Orengo, if that situation has happened, it would be the most unfortunate situation, because the function of determining those appointments lies squarely before this House. Therefore, there should be no other body beyond this House. Until that decision ... view
  • 22 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, one of the criteria for including a member in a Committee of this magnitude is being very conversant with the financial management and matters. I take note that this lady was at the University of Nairobi at the same time as Eng. Mahamud and Ms. Karua. She is also a very competent financial manager, having risen to a high position in one of our major commercial banks in this country. Besides that she is a consultant. I think it would be unfair to deprive her of the opportunity to serve in this very important Commission. Besides, ... view
  • 9 Dec 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I know you have dropped that Question but I want to go on record for the interest of the public and state that the money for Arombo Primary School is properly in the account so that we do not have to create anxiety for the recipients of the funds. They can look for other excuses, but I just wanted to make that clarification. view
  • 8 Dec 2010 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I have listened very attentively and I think we all do agree that anything to do with copyrights, whether it is intellectual property rights or copyrights, rightfully belongs to the Kenya Intellectual Property Office, the State Law Office and the Ministry of Trade. I think one of the biggest problems we have in this House is trying to take laws that pertain, for instance, to education and then applying them to the Ministry of Finance. Mr. Temporary Deputy Chairman, Sir, we are strictly dealing with the Finance Bill here. I think this particular amendment does ... view
