  • 29 Dec 2020 in Senate: (1) The international standards for testing and investigations, which is now a full code that is in place. There are six of them. (2) The international standard for laboratories (3) International standard for therapeutic use exemptions (4) The international standard for the prohibited list (5) The international standard for the protection of privacy and personal information particularly to athletes and (6) International standard for code compliance by signatories. These are meant to support both the sport, the athletes, the nations and the people, because of the mutability; they do change. When you look at stimulants, narcotics, cannabinoids and glucocorticoids, these ... view
  • 29 Dec 2020 in Senate: Therefore, there is a level of urgency that this Bill must be passed today. Reading through this Bill, I now begin to understand and appreciate why it must be passed today. Earlier on, Sen. Wetangula said that there was an element missing in the Bill. We would like to see the area of education. Indeed, when you look at this code - international standard of education - it incorporates the level of education that must go both to the athletic world, in this case, WADA. The national athletics organizations must also be involved in the education and knowledge and the ... view
  • 29 Dec 2020 in Senate: As lawmakers, we have an ultimate responsibility of ensuring that this becomes law today. If we do not do so, we will be barred. On 31st December, two days from now, if this Bill is not passed into law, then what will happen is that Kenya will be banned from competitive running at the local, regional and international levels. That will we be total disservice to our athletes. With those few remarks, I thought I should enrich this Bill. I looked through it carefully last night and I have seen the other clauses. I thought it would be offensive. I ... view
  • 21 Dec 2020 in Senate: Thank you, Madam Deputy Speaker. It is with a very heavy heart that I mourn the passing on of a great Senator, debater, a very intellectual academic giant and a person who was endowed with tremendous ability to interpret the social circumstances and economic welfare of his people. Indeed, those of us who witnessed his ability to debate in this House, he was able to, in a very brief manner, summarize the events of the debate and give a way forward on how that debate should go. More so, his acumen and knowledge in the legal profession gave him a ... view

  • 21 Dec 2020 in Senate: recorded in Revelation 21:1-3; that when the Jerusalem City descends on this earth, we shall all be pleasantly there singing a new song, which even the Angels of Heaven will not be able to read and understand the tonics of that song except the ones who have triumphed on this world. I think he will be one of them. Thank you, Madam Deputy Speaker, for giving me this opportunity to eulogize one of our best and consummate debaters in this House. view
  • 17 Dec 2020 in Senate: Mr. Speaker, Sir, I have two clarifications. First, the counsel for governor Sonko took the material to serve the County Assembly. Under the normal process of serving the notice, did you pin it on the door or the wall and can you provide that evidence? To the counsel for the County Assembly, you indicated and gave us a list of the people who voted for this Motion. Did you have any version of electronic voting that you may provide for this House to see? view
  • 17 Dec 2020 in Senate: Madam Deputy Speaker. I want your guidance, when we allow the authorities to be quoted in this Session it will appear in the HANSARD and I am mindful of the fact that the legal counsel on both sides have the liberty to move to higher court for further interpretation. How will the records of this House read if it is one sided where the authorities have been quoted and the other side has not had ample time to peruse through those authorities and give a counter proposal. In the interest of equity and fairness it will appear that it is ... view
  • 1 Dec 2020 in Senate: Thank you, Mr. Temporary Speaker, Sir. Let me also add my voice on this Adjournment Motion. This is the time we should go back to our homes and count the blessings that have gone through these Senate sittings, in various committees and plenary. One of the most important things that we have gained during this session is what I call the peace dividends. Peace is a commodity that is priceless. The BBI has been able to bring about this understanding that even when we have the opposing sides at the extreme ends, we are eventually able to sit down together ... view
