Hon. Temporary Deputy Chairman, on what hon. Aden has said, my colleague might consider the timeframe that it takes to bring an amendment and the timeframe it is going to take to get this back to the Budget and Appropriations Committee, the Treasury, and back. This is issue at the Treasury. He has the existing clauses as they are; second, third and fourth, they are needed in this country. It will be very important for us to proceed with the proposals he has made and benefit this country as we deal with the controversial issue of whether to remit tax ...

Thank you, hon. Temporary Deputy Chairman. This morning in our Committee meeting, we had a big problem with a commission that says it is independent; it should not be subjected to any other person or any other authority in this country. The first description that is in the Bill captures all public service, but if you list a The electronic version of the Official Hansard Report is for information purposesonly. Thank you, hon. Temporary Depuity Speaker. I have also seen and met former Members of Parliament of my constituency. I think this is one Bill which, if enacted, will benefit them. Hon. Temporary Deputy Speaker, I will suggest that we make a few amendments. One, is we open the membership to current Members. Now that the name of the The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

association is “Parliamentary Society of Kenya”, let it not only be for former Members but also for sitting Members. I am happy that I have mentioned this to the sponsor of the Bill and he is agreeable that, that is an amendment we can suggest. Number two, is that we also need to think of how we prepare the current Members for life outside Parliament. I have seen former Members like Njoki Ndung’u, Elias Mbau and Mututho. You know, if you actually have a certain skill, talent, strength or even academic qualification, it is good for us to exploit it ...

Thank you, hon. Temporary Deputy Speaker. I am also happy that for, once, we have actually kept time. It is unfortunate that in this country, some of the things that we are legislating on are sort of moral issues. We are trying to create a code that the Public Service has to adhere to. If for only one reason, I would have supported this particular Bill because it has recognized the rights of people living with disability. It is asking all public entities to ensure that it takes affirmative action to ensure that those people become integrated in Public Service, ...

Thank you, hon. Temporary Deputy Chairman. I support this amendment. In the public agencies, we are currently having problems because of a failure to plan ahead. Even where funds are given, it becomes difficult for them to absorb the funding because of things like procurement and other delays. We have a proposal that they should prepare in advance. This means that, one, there is going to be proper planning and secondly, there is likely to be accountability instead of last minute rushes to spend funding. I support.
