He needs to also vary the memorandum so that this particular Bill goes to the Senate for concurrence. It is very clear to me because it brings the Bill under the purview of Article 110 of the Constitution. view
• 12 Nov 2014 in National Assembly: Hon. Temporary Deputy Speaker, I would like to thank the hon. Member for North Horr for bringing this Bill to the House. For a long time, this country has been suffering from drought. The various Government agencies and Ministries have always handled drought in a haphazard and disorganized manner. Most of the time, we end up having people and animals dying. I hope that with the passage of this law, the Executive will quickly establish the proposed Authority. view

What I was saying was that it is important that this Authority that is going to be established does not only focus on emergency. There is need for planning so that in future we eradicate this problem, even if we have a shortage of rain in this country for some years. • 12 Nov 2014 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker. I also rise to support this Bill. For one, obviously we must pass this law to comply with the Constitution. Looking at the Constitution, the drafters had very good intentions. They required core values in the public service, even where various organizations and Ministries did not have them. I can see we have mostly repeated what is in the Constitution in this particular Bill. I believe it is difficult to legislate on morality, which this Bill is attempting to do; trying to change the behaviour and culture of the civil servants. It ... view

It covers several groups but omits the category of people living with disabilities. The truth is that while the Constitution has clearly said that this segment of the society should be considered in all aspects, most of us, the society and the Government, have been paying lip service to them. Clearly, he has in mind more programmes and projects on the 50 acres than just the expansion of the road. I am, therefore, proposing to move an amendment so that we can incorporate the other projects that he has in mind. view
