There appears to be some confusion between order of precedence and order of speaking. Those are two totally different things. Hon. Serem spoke in the right place saying the wrong thing.   • 18 Feb 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. The Leader of Majority Party raised the question of the ranking as provided for in the Constitution. As it is in this Bill, it is in contravention of the Constitution. That is because when you lump together the Speakers of Parliament and state that in the order of precedence they are together, that is wrong.
