They were zero-rated but some parts that they imported would not attract the zero-rating. They would import parts but when they produce the whole unit that they have manufactured using local labour and materials they would attract a lot of tax. For example, a plough coming from Brazil or China would be exempted or zero-rated and the one that they produce is taxed. Tax reduction will ease or reduce the cost of input for livestock farmers. The Government can reduce or zero-rate tax on livestock feeds, machinery and even the materials that they use to manufacture the feeds.   • 6 Aug 2014 in National Assembly: He has talked about bumps and we have requested bumps on the Gilgil-Turn Off on the Nairobi-Nakuru Highway. In the last two weeks four, people have died and several have been injured at that spot. Could the Chair tell us the criteria for having bumps erected? We know that building a footbridge would cost Kshs100 million and it can take three to five years to complete. How many people are going to be injured or killed on that spot before bumps are erected? view

Secondly, this Statement was as a result of people requesting that they be moved to Gilgil or they either get their services from Gilgil. They were led by their leaders, the MCAs and others. So, I do not know who the Cabinet Secretary (CS) consulted and at what forum. Maybe that is one thing that needs to be clarified. We have had cases of elderly people and those with disabilities being captured twice or being left out because Gilgil caters for its locations while Naivasha caters for its own. We are now dealing with devolved units; that is the county, Sub-county and wards. The counties have already realigned themselves.
