Thank you, Hon. Temporary Deputy Speaker. I would like to start by congratulating Hon. Dawood for thinking outside the box. We are all conditioned that we can only get referral services in Kenyatta National Hospital (KNH) or in Eldoret. It is time we thought wide and took those services closer to the people. For intensive care units in every constituency, we have to admit that it is a bit of a tall order, but it is a very good idea. An intensive care unit especially in my constituency, where we have 60 kilometers of the international trunk road, A104, is essential. That is the only place it crosses in the county because from Nairobi to Naivasha, there is Kinungi and Mai Mahiu but that section of the road is not a dual carriageway but the traffic is very heavy. Many Members have talked about devolution of health services. For one, I have been of the opinion that if we are to do a referendum, this is one item we should look at to change the Constitution so that health services remain national. If we were to devolve any of those services then we should be talking about health centres and dispensaries.

We have heard of some counties which have refused to take some interns who have been sent to their hospitals just because they do not originate from there. It is high time we started thinking in terms of lives of our people. Devolution was not meant to alienate some people. There are some counties that do not have trained doctors or enough medical personnel. This is what brings me to my next point.

We might talk about these facilities going to our counties or our constituencies, but they will never have personnel, so they will never be of any help to the people. Maybe what the counties are thinking more about are the ambulances. When they are seen running, there would be that feeling that the county has done something. That is fine. We need to have ambulances, but medical equipment and personnel are more important. I conditionally support this Motion. Thank you, hon. Deputy Speaker. I stand to support this Bill. First, the reason why we have two Houses of Parliament is to enrich the Bills. I must congratulate the Senate for playing their part. Being a very long Bill, I also congratulate the Committee for only leaving very little that was contentious. I would only want to emphasise on the requirement for professionals to take liability in the procurement process.
