I have always said that you cannot stop people from drinking alcohol. What we found out from chiefs is that they carry a cane but cannot stop people from drinking. We want to encourage these healthy brews and create a ready market for these indigenous crops. We want our farmers to have a ready market. Once we encourage its drinking and make this drink affordable, more people will take it and, therefore, there will be demand for millet, sorghum and other crops; in turn, we will make our farmers rich. Thank you, hon. Temporary Deputy Chairman. I Support.

Thank you, hon. Temporary Deputy Chairman. I also want to support this amendment by the Chair. Since land use and environmental matters are inseparable, it is important that NEMA gets advice from those agencies that are dealing with land matters. I support.

Hon. Temporary Deputy Chairman, the earlier argument was to make it a statutory organization; that is a State corporation so that it can have some autonomy. Now that my Chairlady has given some reasons as to why she wants to withdraw, I am only saying we thought that---

Thank you. The upshot of this is that NEMA sometimes has been approving some developments that are encroaching on water shades or water ways. For that reason, it was felt important that they consult with other agencies like Water Resources Management Authority (WARMA) that directly deals with water resources. Thank you, hon. Temporary Deputy Speaker. Like all hon. Members, I shall start by sending my condolences to those people who lost their loved ones and members of their families in the Mandera Massacre. It was very painful and we would wish that the President stops being nice and becomes very good in his job so that he can sort out some of those things. Having said that, I rise to support this Bill that proposes a Parliamentary Society. It is true that even as I stand here, it does not occur to me that I might be part of ...

zero, you will find that you were just servicing your debts. Sometimes, banks will come knocking because of loans that hon. Members have taken in the hope that they will get a second term. They will take away everything that you had and you will find yourself in a lot of psychological turmoil. For some Members, it will be very difficult to recover and continue with life. They need a place, even if it is not a place you are going to gain a lot financially. When I looked at the Bill, it is almost creating a talk show. It ...

Thank you, hon. Deputy Speaker. Mine is just to add a voice and give a bit of history of the water sector in the country. We started with the Water Act, when it was all under the national Government. Then we had the Water Act, 2002, where the water sector partly remained with the Government and part of it was liberalized. Service boards were created and water providers. We had water service providers, namely, the companies that were supplying water. The service boards have been doing a lot of infrastructural development. They have held all the infrastructure that existed in ...

Thank you, hon. Temporary Deputy Speaker. I also rise to support this Bill and as it has been said, this is the Bill that actualises the proposals that the Government has made in raising revenue to run the Budget. Hon. Temporary Deputy Speaker, I would first start with the friendly taxes that have been introduced on cheap quality brews, for example, what they commonly refer to as kegs. We know there has been war on illicit brews and we know the dangers that they have caused on our low income members of the society and it is only right for ...
