  • 12 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I congratulate the Committee for being bold. The drafters of the Bill wanted to escape public scrutiny through Parliament. Therefore, I support and congratulate the Chair for this amendment. view
  • 12 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I would like to add my voice on this important Bill. The foundation of a nation is the family. The family is built right from childhood to adulthood. The greatest foundation is the one that we put in our children. Today’s life, unlike the way we lived during our times, has put a lot of responsibilities on parents. We have working parents. As much as we may want to be with our children, sometimes we find that we cannot because we are committed elsewhere. We have so many commitments that we completely transfer our ... view
  • 12 Oct 2016 in National Assembly: Immediately we had lunch, we would all go to class and sleep. Today, you will find a child doing homework at 10.00 p.m. I happen to have worked in a school offering the British Curriculum and children in Standard One or what they call Year Three, purely play. They even have piped water where they mould using matope. I hope I am not out of order. We have unknowingly been subjecting our children to a lot of stress. They are allowed to play with figures and models and the learning process is pleasurable. However, in our case, we have made ... view
  • 12 Oct 2016 in National Assembly: I take this opportunity to request county governments - I may not know about many, but I know about my county of Nakuru - to employ enough ECDE teachers to save parents the high costs in private centres, which many of them cannot afford. The Government should have an ECDE curriculum. I sympathise with these young children for what they are made to go through at a very early age when they should be relaxing. view
  • 12 Oct 2016 in National Assembly: With those few remarks, I beg to support this Senate Bill. I hope at Committee of the whole House stage, we will propose some amendments, so that we can set a standard at which our children are not going to be tortured when we take them to these centres. They should enjoy the beginning of their schooling life. Some of these schools make them develop a negative attitude towards education and school that is difficult to remove for the better part of their lives. They may be very bright, but very irresponsible. view
  • 27 Jul 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I am one of the victims of this congestion as a result of the trailers. I have also been to Busia. I spent quite a number of hours. That was some time ago. I can guess what has happened in the last three years with the increase of traffic in Kenya. I want to give an idea to the Committees before they embark on this. As it has been said, the problem starts from the Coast all the way to Busia. I am particularly concerned about the toll station at Gilgil. I am sure ... view
  • 27 Jul 2016 in National Assembly: My concern is that the Government is putting some investments including introducing an extra railway line without consulting the local leaders. We would have given them an idea of where to do these investments. The railway line passes in the middle of somebody’s farm and it becomes difficult to expand. These short-term measures cause the Government quite a huge sum of money almost Kshs200 million. With some consultations, they can put it the toll station where it would be of benefit to the people of Gilgil. My request to the Committee is to consider the whole of the corridor where ... view
  • 23 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to also voice my support for this Bill. This Bill takes Kenya to the next level in the implementation and management of roads. Roads are very important in our constituencies and Kenya in general. They are the backbone of the economy both at the local level and in big cities like Nairobi. I thank the Jubilee Government for the measures it has put in place in planning for the road sector in Kenya. We know of the Road Annuity Programme whose intention is to do 10,000 kilometers. We know ... view
  • 23 Jun 2016 in National Assembly: it would take another three years. Today there is almost a snarl-up on that road. I am worried what will happen. We have not started and we are talking about very heavy traffic today. This section needs planning and those in the road sector should look at it. I know there are plans but the plans have taken too long. Three years from now, that road will come to a standstill. This Bill also introduces the toll roads and I would like the roads in classes “A” and “B” not to be included. It is important that we teach our ... view
  • 7 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also rise to support the Motion and congratulate the constituencies whose committee members we are approving. I also congratulate those who came up with the idea of NGCDF which has grown with time and reformed, the last being the NGCDF Act 2016, which has brought a number of improvements. I also want to congratulate the Treasury for disbursement of the required funds so that we are able to implement our programmes in spite of having disbursed the first tranche of money to NGCDF a bit late in mid-November. They have gone on to ... view
