  • 16 Jul 2014 in National Assembly: services through, maybe, the splitting of the Police Service. We now have the National Police Service Commission and also the other side of the Force. It used to be a force but now it has become a service to the people. You saw what happened yesterday during the just concluded police recruitment. There are so many people who are now suffering through corruption. You have heard today that an old man, because he wanted to secure a position for his daughter, paid about Kshs.300,000. I know it sounds criminal to give such an amount but now, because of the situation, ... view
  • 16 Jul 2014 in National Assembly: There are many other cases. For example, if you go to a place like West Pokot where I come from, someone is asked to give about Kshs200,000 or Kshs300,000. Where will that poor person get such an amount of money? So, currently, there are many people who are suffering because of that and yet, you find that all those in authority at the moment are just laughing and enjoying because of what they got. The victims who are left--- In fact, some of went up to the last process--- view
  • 16 Jul 2014 in National Assembly: Hon. Temporary Deputy Speaker, I just want to tell the hon. Member that I have got a lot of experience. I had about seven wives, but three of them ran to that group and I am missing them now. view
  • 16 Jul 2014 in National Assembly: Therefore, you cannot compare yourself and me. When I talk, I am doing it out of experience. Therefore, I support this Bill and encourage that we improve it more to give a proper way of running it. Thank you. view
  • 1 Jul 2014 in National Assembly: Thank you very much hon. Temporary Deputy Speaker for giving me this opportunity to add my voice to debate on this important Bill. view
  • 1 Jul 2014 in National Assembly: As my colleagues have said, this Bill will bring sanity to our education system. This will be in the way we award those who have put a lot of effort into the educational field. The problems we are now facing are because of the imbalances which were created after we got Independence. Instead of balancing provision of education and employment when the colonialists left some parts of the country benefited more. That is why some areas were left behind. Even now, we have some people who are very qualified, be it in the medical field, engineering or piloting, but these ... view
  • 1 Jul 2014 in National Assembly: We have a person like Dr. Parklea who is doing very well. In fact, if we compare him with most medical doctors, they cannot compete with him. However, he does not hold a senior position in the medical field. That is from the directors to the medical officers who work in the big hospitals. This is because he comes from a small tribe who people are now crying that they are disturbing people here and there. These people are doing that because of these inequalities. view
  • 1 Jul 2014 in National Assembly: Hon. Temporary Deputy Speaker, this Bill will bring order in the Government system, especially in employment and education. In fact, some of us praise the devolved government. This is because for the first time we can now have colleges in our places. Before that, colleges were only concentrated in some areas. This left other areas without education. view
  • 1 Jul 2014 in National Assembly: Some mechanisms should be put in place if this Bill is passed to ensure that those who will be in charge of the proposed Authority come from the most marginalized areas, so that they can consider those who have papers but have no godfathers to support them. We will pass this Bill today but people who are in charge of big offices come from a few areas. view
  • 1 Jul 2014 in National Assembly: Hon. Temporary Deputy Speaker, I support this Bill. view
