  • 24 Sep 2020 in National Assembly: I do not understand why the Commission on Revenue Allocation (CRA) decided to identify a few parameters to be used to determine the revenues that will be allocated to the counties, and yet there are many functions that have been devolved. I am saying this because if you go to counties, you will find that they restrict their functions to just a few areas. Most of them are preoccupied with constructing earth roads and Early Childhood Development Centres (ECD).   • 24 Sep 2020 in National Assembly: I disagree with one of the parameters which has been used to allocate resources here which is land mass. There is no difference between land mass and population. If you go to these counties that are expansive, you will realise that large populations are found within the towns but not in the deserted land mass areas. Therefore, if we will consider population as a parameter for allocation of resources, then we need to do away with land mass. I have not seen any county government that has land in place to access that large mass where nothing is going on. ... view

When you go to Nyanza region and the fishing areas, you find that those people who engage in fishing have so many challenges. When you talk to the county governments, they tell you that they do not have resources to address some of those challenges that those people experience.   • 17 Sep 2020 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I am of the view that having a youth to Chair the Council does not mean that, that council will be more effective. Remember, I have been a youth before and now an adult. Therefore, I am opposed to this idea that if somebody is a youth chairing an institution such as this, then it will serve the interest of the youth.   • 15 Sep 2020 in National Assembly: Thank you, Hon. Speaker. This Petition is very serious and it is in the right place. In previous occasions, the Governor was captured physically uprooting tea plantations in Nandi. Most of us complained that, that direction was not the right one. He has done the right thing by tabling the petition here. I congratulate him for, at least, seeing the sense in working with Parliament to try to resolve this matter. view
