As Hon. Ochanda has mentioned, part of Yala Swamp and we are also struggling with similar challenges, is within Bondo Constituency. I urge the Departmental Committee on Lands to ensure that we go beyond issues raised in the Petition to do with historical injustices and land maters that face many Kenyans.

Thank you, Hon. Deputy Speaker. I will begin by congratulating the new Chair for the Report we have received. It appears that this House got it right when we made the changes in House leadership. It is not like the Senate where everything has stalled. The Senate should have given most seats to the National Super Alliance (NASA). They would not have the problems they are experiencing. We now have strong leadership in our committees.

Let me make my point, Hon. Deputy Speaker. On the NG-CDF, we need to agree with the Cabinet Secretary for the National Treasury that NG-CDF disbursement is done on a quarterly basis. The report is then given to this House. It is not right that some constituencies have received their full allocation while others are yet to receive even half. This is something that the new Chair needs to take up very seriously. The departmental budgets in other areas have been fully disbursed. We have a situation where this House is not respected. I want to go straight and support the amendment. I like safeguards that have been put on the question of ensuring there is regional reporting. Thank you, Hon. Speaker, for giving me an opportunity to comment on this Petition. This Petition is timely. Since the onset of COVID-19 pandemic and when schools were closed, the Government has not remitted the regular capitation resources used to run the schools. I think it is the reason suppliers and employees of the schools have not been paid. When we open schools after the pandemic, they might not even be existing because the infrastructure is dead. The Ministry and the Government should explain why they are not sending the capitation resources thereby risking to stall operations in the schools. ...
