Hon. Temporary Deputy Speaker, I was saying that Siaya County is doing very badly. The only thing you see in the county is contractors who are doing roads. They have resources in their pockets because they are paid on time. But when you go to hospitals and health centres, nothing is going on. The other issue is that the Constitution mandates county governments to conduct public participation before they develop their programmes. There are certain facts which Members of Parliament need to be aware of when canvassing matters to do with banking. First, banks are classified into three segments. The segments are called tier 1, tier 2 and tier 3. Tier 1 are those banks that are big, heavily capitalised, make more profits, are arrogant and the reason why we have a negative attitude towards banking profitability. There is a campaign against Members of Parliament which is being spearheaded by people known as Punguza Mizigo . My reading is that the Daily Nation has been co-opted into this campaign and Parliament is under siege. Today, if you go anywhere in this country, you are not respected because of the campaign that the media is doing against Parliament. This is something that we must resist.
