Mr. Deputy Speaker, Sir, I support this report by the Committee on Finance and Budget chaired by Sen. Ali Roba. I congratulate the committee for the good work they have done. I support the idea that money should go to the counties. We are elected to protect counties at all times. I will touch on two or three areas. It is not enough for us to have money going to the counties. However much we try to support counties to get money, we want to have the funds utilized accordingly. Every county's own source revenue is under-budgeted. They exaggerate revenue ...

Thank you, Mr. Speaker, Sir. I support this Motion on county governments' non-remittance of pensions to these pension schemes. I really wonder why counties are unable to remit these monies to the pension schemes. This is a 12 per cent deduction from the employee and 15 per cent by the employer. Why are they unable to remit these deductions, considering that much of the money is from the employees? Employees earn meagre salaries after these deductions. We should ask the governors to explain this. I support the idea of the Senator of Taita Taveta. We need to bring these governors ...

Thank you, Mr. Speaker, Sir. I appreciate the Cabinet Secretary for appearing before this Senate to answer these questions. This is to add more on the issue of money that you are likely to get and the programmess, particularly, the PPP. I know that the Olooloitikosh Water Dam in Kitengela, Kajiado County and Namanga Dam, are also part of the PPP projects. Are you able to answer now or later, the total number of projects to be done in Kajiado County with the money that you intend to distribute, especially the Athi Water and Tana Athi because, they are struggling ...

Thank you, Mr. Deputy Speaker, Sir. I thank the hon. Cabinet Secretary for Agriculture and Livestock Development for answering a supplementary question on farmers, particularly on the cartels and the plan they have for the farmers. Keep in mind that farmers are expecting a bumper harvest. The question I wanted to ask was covered well. However, I request the CS to give us a plan on restocking of livestock in the country. We know you have a plan as a Ministry. We also have directives of the President, particularly on Kajiado County knowing that we lost many livestock during the ...

I also support this Motion, particularly on these amendments to the Parliamentary Powers and Privileges (Amendment) Bill (Senate Bills No.37 of 2023). I thank Sen. Osotsi for coming up with these amendments. I happen to have been involved in many issues, particularly on issues where the Cabinet Secretaries (CSs) do not appear before my Committee as the Chairperson of the Standing Committee on Trade and Industrialization on so many occasions. This brings a solution to that problem where the oversight that we are mandated as the Senate to oversee or even as a function that has been given a privilege ...

I support these amendments and get to understand that we are on operations, particularly in our Committees working together with several calls in or inviting several CSs, Chief Executive Officers (CEOs) and Director Generals (DGs) of institutions, parastatals, we undergo such kind of humiliations as Chairpersons. That also tries to undermine our performance in these Committees. We do not get the responses that we ought to have been given, particularly on Statements and Petitions that are given by the members of the public.

I believe that my brother, Sen. Osotsi, is coming in with long experience while he is the Chairperson of the County Public Investments Committee (CPIC). Those are issues and stresses that he is also undergoing. The electronic version of the Senate Hansard Report is for information purposesonly.
