The Committee also undertook one report writing report retreat in Machakos County and considered the Schedule of Amendments from the National Assembly on the County Licensing Uniform Procedures Bill, (Senate Bills No.9 of 2022). The Committee held a consultative meeting with the Cabinet Secretary, Ministry of Investments, Trade and Industry on the legislative business under the Ministry. The Committee also invited the Principal Secretaries in the Ministry of East Africa Community, the Arid and Semi–arid Lands (ASAL)s and Regional Development to respond to Statements committed to the Committee. I request that as we continue to approve the nomination of this officer, Mr. Douglas Kanja, that he will observe and address a few issues that were coming out very strongly during the interview from the Members of the committees and also public. We received quite a number of memoranda through public participation. I request that the nominee addresses the issue of shortage of police vehicles. We realised that a number of police stations have no vehicles. If there are no vehicles, then there is no fuel, no transport, no supervision and a shortage of security. The issue of housing ...

We know very well that TTIs and Technical and Vocational Education and Training (TVETs) are integral and important institutions that offer skilled labour to our young men and women within the counties. governments should come in to make sure that when community land is subdivided into private land, there is private registration of public utilities, so that they are registered under the name of the community or under the county governments. Mr. Deputy Speaker, Sir, on that point, I will bring up the issue of the Intergovernmental Relations Technical Committee (IGRTC), which needs to fast-track the transfer of assets to the devolved departments of counties.
