Thank you, Mr. Speaker, Sir. I thank the Mover of the Bill, Sen. Abass, for coming up with this important Bill; the Fire and Rescue Services Professionals Bill (Senate Bills No.55 of 2023). I support this Bill because there will be boards nationally and in the counties, and where we will focus on the disaster, nationally and in the counties. These problems occur in our counties. These boards will look at issues of discipline by those handling the fire. The electronic version of the Senate Hansard Report is for information purposesonly. They will also focus on training where counties and the relevant Ministry in the national Government will budget sufficient money to train on fire. The boards will come up with policies that will help in issues of fire and rescue services. It is true that we have been having issues and problems in our counties on the breakdown of fire equipment. It is something that is there. It is not history to us. However, the way we have been handling recoveries or paying those affected has never been in place. Mr. Speaker, Sir, this is a Bill that at least ...

Budget. They gave a lot of input to that Committee before they approved the Finance Bill. They spoke their minds. They said what is right and through their platform, this is something we applaud and say that we have seen them making history in our country and to us all. As leaders, this is something that has come to our attention that going forward, we need to be listening to every other person in this Republic. It is good that it is being brought to us, as leaders of this generation, that everyone needs to be listened to. Mr. Temporary ...

Mr. Speaker, Sir, let me take this opportunity to talk about the issue of corruption. It is rampant in our counties. Our counties are completely in trouble because of corruption. There is no programme going well in counties without any interruption. There is the own source revenue, which to some extent enables counties to come up with their Finance Bill. They have very good Finance Bills. They have indicated own source revenue very well. However, at the end of it all, they end up not even collecting whatever they have anticipated. We need to sit down as a Senate and ...

Thank you, Mr. Speaker, Sir. I also join colleague Senators to agree on The County Governments Additional Allocations Bill for Financial Year 2024/2025 that has an additional of Kshs55.4 billion to counties. I am happy because my county has an additional Kshs1 billion from the County Allocation of Revenue Bill and more than Kshs300 million on the County Governments Additional Allocations Bill. This means that we have a lot of money that is going to county governments in areas of shareable revenue to complement on issues of County Aggregation and Industrial Parks (CAIPs), where my county has received Kshs250 million. ...
