Mr. Temporary Deputy Chairman, Sir, I do not wish to withdraw this clause. I wish to have it supported and included in the Bill. It is for the protection of informers and witnesses. I feel that it is very important. Even though the other ones have been defeated, I think this one is very important. It will help people like those who have questions on Anglo-Leasing and other issues. Thank you very much.

Mr. Deputy Speaker, Sir, I support but I am a bit confused as to why the Leader of Government Business does not want us to sit on Thursday morning. We do not need recharging of batteries; maybe you do. But if you are saying that the time is short why do we not alter this Motion; I propose that we amend it to include Thursday morning as well so that we do not blackout. Thank you.

Mr. Deputy Speaker, Sir, yes, I will work within that requirement. As I was saying yesterday, the Constitution required legislation to establish procedures and mechanisms for expected administration of Chapter Six. The Bill that we have in front of us, the amended one, does not provide for this effectively. It also fails to proscribe penalties that may be imposed for contravention of this chapter. The Attorney- General told me yesterday that there is a chapter on penalties but it does not cover Chapter Six of the Constitution. Furthermore, there are major weaknesses in The Leadership and Integrity Bill as proposed ...

Mr. Deputy Speaker, Sir, I stand to support this Bill. Much has been spoken about counter intelligence, terrorism, subversion, drugs and so on. I think that economic crime, which endangers the interest of this country, is one of the aspects that this service should cover. The civil liberties that have been fought for by veterans like the late hon. Shikuku should not be lost here. The interest of a few people should not overtake the interest of the many.

Mr. Madam Deputy Speaker, there is an old saying that unfettered power will corrupt absolutely. So, if we give them unfettered power there is a very good chance that the power will be corrupted. The last thing we want here is KGB type of security service. I am very pleased to say that the NSIS I have known has worked very well. However, they must be accountable. This oblique budgeting and reporting on one line is not just acceptable. We are not going to ask them how they spend money on certain equipment in their development budget or whatever they ...

Madam Temporary Deputy Speaker, I would have liked him to listen. It is the system that failed us and not the NSIS. They had the information, but the system failed us. I support the provision that they should carry firearms. They should also be allowed to arrest situations or persons within the benefits of the Constitution within 24 hours. I do not expect somebody to be arrested and taken past Mandera and locked there. I hope and pray that regional and gender balance will be maintained. We do not want people to start saying that the NIS is biased towards ...

On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to bring a point that is not relevant at all to this situation? The question was not about Palestine but about the Israeli Embassy. Is he in order to try and excite us with another issue that has not been brought to the House?

Mr. Speaker, Sir, could the Minister tell us unequivocably whether the Chinese are allowed to break the laws of this country and trade illegally? Are they allowed to break all laws, including traffic laws as well?

Thank you, Mr. Temporary Deputy Speaker, Sir. I stand to support the list of the commissioners, but also say that I am very disappointed. Hon. Karua has said that we do not want to look at these people as from a particular tribe, but as our own. But hon. ole Ntimama said that the Maasais are not involved in this. We agree that this is about Kenya, but it is a fact that the Maasais are the ones who have faced the worst historical injustices. I hope and pray that these commissioners will protect the interests of the Maasais. I ...
