  • 27 Jun 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, while in the Joint Committee meeting, I raised this concern because I felt that the penalties must be severe. Otherwise, they are not necessary. A fine of Kshs2 million is very little when you are messing around with a county treasury. Therefore, I oppose this particular amendment. view

I am very pleased that, at the end of this, there was a lot of co-operation and the Bill has been strengthened. As hon. Karua has said, there were nearly 200 amendments and that is literally the whole Bill. view

It is able to listen to what we are saying. I want to commend the whole team, the Permanent Secretary and the Minister for being accommodative and actually listening to us. Firstly, the CDF is ring-fenced and the 30 per cent will not affect it. Likewise, mileage is an item that is also ring-fenced but we are prepared to lose that. When he talked about the CDF, I said that it is ring-fenced. Is the Minister in order to mislead the House about the CDF? view
  • 21 Jun 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to support the sentiments that have been put by my brother, Dr. Nuh, but there is something that the Minister said which I think needs to be clarified. Yes, we had workshops where we discussed The Public Financial Management Bill as a whole. We have never had the opportunity to discuss the amendments that the Minister is proposing. They are very good amendments but we need a bit of time to look through them but I support the request to the HBC to please consider giving us more time. view

We have been travelling and many times we find even people in parastatals travelling Business Class. Bearing in mind what the Assistant Minister has said and bearing in mind the financial situation and the economy that we are facing here, could the directive that excludes Ministers, Assistant Ministers and Permanent Secretaries now be reviewed to cover everybody?   • 20 Jun 2012 in National Assembly: The Assistant Minister was not very clear about Members of Parliament. From what I understand, Members of Parliament should be travelling in Economy Class. I want the Assistant Minister kindly to note that I am travelling to Mombasa tomorrow for a meeting which has been organized by the Ministry of Finance. The ticket I have been given is for Business Class. So, the directive is not being followed in the same way the directive on motor vehicles is not being followed. I am very willing to travel in Economy Class or even Third Class, as long as this country saves ... view
