Mr. Deputy Speaker, Sir, the Minister is trying his best to give us these figures, but my question is the one which has now actually opened up to a more national approach to this issue. So, would I be in order to ask him to visit these stadia and give us a comprehensive report as he will be directed by the Deputy Speaker?

Thank you, Mr. Speaker, Sir. My colleague from Eldama Ravine seems to relay the election rules in respect of the Parliamentary Group selection. Election rules require that the Members who are applying meet the minimum criteria in education and qualification. So, when he asks; how did it go down from 65 to whatever, maybe 90 per cent of them were not even qualified. I think that is what the Member of Parliament must bear in mind.

On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Minister aware that already the Local Authorities and Funds Accounts Committee (LAFAC) and the Implementation Committee has visited these markets and has rubbished the report that the Ministry of Local Government has presented to this House? Further to that, we would request the Minister to personally go to all these markets.

Mr. Deputy Speaker, Sir, I have asked on various occasions Questions in this House about cattle rustling. The Assistant Minister has treated this issue with contempt and ridiculed our attempts. At one time, he even said there was fish rustling and not cattle rustling in Kisumu Town East Constituency. I have expressed to the Assistant Minister that Kisumu Town East is a rural constituency.

I want to ask the Assistant Minister today to openly apologise to the people of Kisumu Town East that he has ridiculed them and called us fish rustlers. Can he please apologise today so that when he visits Kisumu Town East Constituency he is welcomed by the people whose cattle has been “rustled”? Will he be able to apologise now please?
