However, there are more than 500,000 peasant farmers. I also noted that the Ministry restricted the beneficiaries to those with two and a half acres of land. Bearing in mind that there are over 500,000 peasant farmers and most of them have less than two and half acres of land, was this facility meant for the rich farmers only?
