  • 18 May 2011 in National Assembly: Madam Temporary Deputy Speaker, I am opposing the proposed effective date of 1st July, 2011, and requesting that the effective date be 1st July, 2012. I also want to bring to the attention of the House the amount of money involved in this case. If you multiply 1.8 million people by Kshs2,000, you will get a monthly bill of Kshs3.6 billion. So, we are talking about an annual bill of Kshs41 billion. It is from this viewpoint that I oppose the proposed amendment. This amount is not included in the Budget Policy Statement that we passed recently. Therefore, it should ... view
  • 18 May 2011 in National Assembly: Madam Temporary Deputy Speaker, can I formally move an amendment to the amendment? view
  • 18 May 2011 in National Assembly: Mr. Deputy Speaker, Sir, I stand to second the amendment that the Motion be amended by inserting the words “with effect from 1st July, 2012 immediately after the word “months” appearing in the last line of the Motion. view

  • 18 May 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for your guidance. I wish to support the amendment which is by inserting the words “with effect from 1st July, 2012” immediately after the word “month” appearing in the last line of the Motion. The reason has been given, but I just want to tell the House that if you multiply 1.8 million by Kshs2,000 per person, it will amount to Kshs3.6 billion a month and Kshs41 billion a year. So, we can only plan for it in 2012. With those few remarks, I second the amendment. view
  • 17 May 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. Since I am the only person present, I will represent the Finance, Planning and Trade Committee. This Bill was brought to us for comments. We made the comments but because I cannot see anyone here, I wish to put those comments on record. First, I stand to support this appropriately timed Bill. Once this is done, Parliamentarians will no longer set their own wages or salaries, or anybody else for that matter. I would like to go straight to the issues. First, on the qualifications, Clause 5(1) (a) says:- “A person shall be ... view
  • 17 May 2011 in National Assembly: The other issue I want to touch on is that of remuneration. What exactly is remuneration? This is covered very clearly, but just to ensure that there is no doubt whatsoever, we discussed it. “Remuneration” means all benefits in kind. There are certain Government officers who have four security officers, four gardeners, three cooks, et view
  • 17 May 2011 in National Assembly: . All these will have to be quantified, so that it becomes the total remuneration on which tax is paid. We received very serious letters from the Teachers Service Commission (TSC) and the Central Organisation of Trade Unions (COTU), which told us that this is totally out of line. We looked at the complaints contained in those letters and felt that they had no grounds whatsoever. The issue might have gone to the Departmental Committee on Justice and Legal Affairs as well. Mr. Temporary Deputy Speaker, Sir, we were jokingly wondering whether officers of trade unions, which might want to ... view
  • 11 May 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Chairman. As you can see, we have no quorum. view
  • 10 May 2011 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Transport the following Question by Private Notice. (a) Could the Minister explain the rationale for providing buses with narrow and high entries, which are inappropriate, to ferry passengers within Kisumu International Airport? (b) How was the tendering for the buses done; were the buses professionally assessed and how much money is being collected per day from that service? (c) What steps is the Ministry taking to provide alternative and appropriate airport transfer services at the Kisumu International Airport? view
