Hon. Temporary Chairman, thank you for allowing me to speak. This particular issue of confidentiality caused a big problem in the last parliament, especially towards December. When we went to the Conference of the State Parties to the United Nations, a particular proposal had been put. Kenya was one of the few countries that had been targeted, that had not been able to satisfy the requirements. Kenya was on the verge The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

of being put on a grey list. However, with the wisdom of Parliament and the Speaker at the time, we passed that particular amendment or clarification that Hon. Kajwang’ and the Chairman of JLAC are now talking about. That saved us. As far as the Anti-corruption Act, the Anti-corruption Movement, and the Conference of State Parties…

Yes, Sir. The Conference of State Parties in the issue of anti-corruption and that of confidentiality had caused a big problem. But it was then sorted out from the point of view that the Chairman is now presenting. I support it and I suggest that we make it very clear that Kenya is very much in line with the requirements of the United Nations Convention Against Corruption (UNCAC) declaration on corruption, in respect to the advocates and the confidentiality of clients. Thank you, Temporary Chairman.

Hon. Temporary Chairman, as much as I appreciate the attempt to try and reduce the burden of non-compliance, I think the reason Ksh20 million was put there was to be a warning sort of action. It was put there as a warning. People are likely to take Ksh20 million more seriously, but if we now reduce it to the proposed Ksh5 million, people will take it with a pinch of salt. I feel that we have to come back to the society where we lead and work within rules. I oppose the reduction from Ksh20 million to Ksh5 million.

Thank you very much, Hon. Deputy Speaker, for recognizing the agreement that we, as Independent Members of Parliament, had with the Hon. Speaker to give us some preference. I stand to support some of the amendments in this Bill. It gives the national Government and county governments duties to mainstream climate change. I do not want to go through the whole Bill. There is a proposed amendment that civil society should be removed from the National Climate Change Council. I do not mind that, but I feel that under Article 10 of the Constitution of Kenya, we must have community ...

Yes, Hon. Speaker. The microphone is next to me. Thank you, Hon. Speaker. I speak not only on my behalf, but also as the independents of this august House. It is really a shame the way we treat our heroes. These are not the first ones. With our insistence, I hope they will be the last to be treated the way they are treated. I remember there was a time when we were at the airport and we met a certain world record holder coming back. He just walked through. When you go to European countries, they welcome people who ...

I strongly support the Motion by my brother, Hon. Brighton Yegon. The childcare programme proposed, especially after the fourth year, is one that has been recommended and looked at everywhere in the world. As Kenyans, we are always the first to go and sign the so- called United Nations declaration on this and that. In 2020, the United Nations Rules on Treatment of Women Prisoners and their Children was signed by us. It was never rectified. We just signed. We all signed and did nothing about it. We also signed the African Charter on Rights and Welfare. If put together, ...

children grow up with distaste and disgust for the system. They will fight us and the system for no reason other than the fact that they were treated like dirt. They were treated like they were not required.
