We have been at a Budget workshop and we have talked to Treasury at great detail. The Treasury told us that if we do not budget for something, they cannot give us money for it. I think the Assistant Minister is saying that they budgeted for it for such and such a period, but they have not got the money. As much as we appreciate that the Assistant Minister may have a hint about the future, I do not think it is right for him to include it in his report that he perceives that So-and-so--- Anybody could be the President in the next Government. So, I do not think it is in order for the Assistant Minister to assume that the next Government will be formed by so-and- so. It may be so but he cannot be sure. view

Last year, about the same time, the Assistant Minister made a promise that from then on, there would be no problems with fertilizer. Now he is telling us that because of the Treasury it took--- I have just come from a Budget workshop and the Treasury told us clearly that they cannot continue accepting emergency requests from you. Can he confirm to us that he is ordering stock now, so that we are not late in planting next year? view

However, she has not covered the issue of sewerage in respect of pesticides that are also being discharged into the lake. That is the responsibility of the Ministry, which is in charge of all water sources. The Departmental Committee on Finance, Planning and Trade, on which I sit, did a comprehensive report on this particular matter. I would seek your indulgence that this matter be sent back to them, so that they can re-table the Report that was rejected in the House over a year and-a-half ago. Is she aware that tourist operators in Kisumu have been raising concern with the Ministry, which is that they have not been involved in tourism activities? Is she aware of that situation and if so, what does she intend to do to make them aware and make them part and parcel of her project? view

This is because they are not the owners of the vehicles. Could he inform us whether he is now prepared to cancel the licences for Citi Hoppa and Kenya Bus Service or suspend them until they are properly regulated? view
