Mr. Temporary Deputy Speaker, Sir, you know that Kisumu is the headquarters of boda boda for the whole of East Africa, if not Africa. What the Assistant Minister has said has caused a little bit of consternation for me because if you make it a rule that every boda boda rider must go to school, it is going to be an additional expense. I think what you mean is that every rider must have a driving license for a motorcycle. Could the Minister coordinate with the Minister for Transport so that we can have training by the police and the ...

Thank you, Mr. Speaker, Sir. The Minister for Finance has said that they are working with the Ministry of Education. However, if the Minister will remember, initially, this was an Economic Stimulus Program (ESP) which was somehow under your Ministry and the provision of those mobile computers that we rejected. You have now come back, Bwana Waziri and now brought another proposal which was again, approved, but you have changed the rules again because this was an ESP project and was meant to be under the ESP criteria. Why have you changed that? Why did you change the rules again?

On a point of order, Mr. Deputy Speaker, Sir. Is the Minister in order to mislead the House? I worked in the privatisation of these boards and it was agreed that assets of every water company are held by the City authorities in trust for the residents of that area. As such, 95 per cent of the major stakeholders are the City Councils of Mombasa, Kisumu and others. Is she in order to say the Water Services Board is the main stakeholder? The Water Services Board was formed, thereafter, to be the intermediary between the City and the stakeholders.

Mr. Temporary Deputy Speaker, Sir, could the Assistant Minister explain why the structural drawings that have been used all over the place, and especially in my constituency, have no columns and yet, we have black cotton soil? When we question the issue of the drawings not having columns, the contractors and the District Works Officer do not give us an answer. Could he tell us why money has not been released for the first and second phase?

Mr. Speaker, Sir, I would like a clarification from the Assistant Minister as to why this country is held to ransom by FIFA, and as to why Mr. Mohammed Hatimy and Mr. Nyamweya should not be charged with treason because they have jeopardized the future and the image of this country.

I am not referring to my brother, Mr. George Nyamweya. I am referring to Mr. Sam Nyamweya and Mr. Mohammed Hatimy. They have actually committed acts that have jeopardized the future and image of this country. They have caused us great harm. They have made our football to be banned by FIFA. Why has the National Security Intelligence Service (NSIS) and other departments not investigated these gentlemen and charged them with treason?
