(b) Will the Minister supply desktop computers to each constituency under the same project in view of exorbitant proposal of the IT Buses of Kshs.7million which was rejected by the House?

Mr. Speaker, Sir, I was told the Ministry of Finance has, in fact, shelved this particular programme. That is why I was asking whether this programme has actually been shelved or is still in process. I was informed it was the Ministry of Finance who instigated that decision. So, I wanted the Assistant Ministerâs response on that decision, not on the implementation because we do not know what is happening.

Mr. Speaker, Sir, I am a licensed bird hunter for many years now. It is with great sadness that I would like to inform the Assistant Minister that what he has read is just on paper. What, in fact, is true is to the contrary. Bird shooting is not regulated at all. Many birds including ducks, sparrow wings and other geese are shot indiscriminately. (a) Why have roads in sugarcane growing zones not been improved, given the substantial funds designated for infrastructure improvement in the sugar industry? (b) Could the Minister provide a breakdown of Roads Levy and Sugar Development Levy allocations and utilization by Sugar factories for the period 2007/2008 and 2008/2009?

Mr. Speaker, Sir, the explanation given by the Assistant Minister defies logic in simple minds like mine. If the services were not provided, why did the Government enter into arbitration? If arbitration was offered, why did we not take it?

Mr. Temporary Deputy Speaker, Sir, could the Minister tell us why when motorcycles are arrested, they are loaded onto breakdown vehicles and taken to police stations? We all know breakdown services are very expensive. A motorcycle can be driven to a police station on its own without engaging the breakdown services. Why do the police use one breakdown vehicle for each motorcycle?
