  • 24 Nov 2022 in National Assembly: I was in Pakistan about two years ago and I found out something. They are taking a motorcycle, changing the rear wheel and are having electric motor in it. It costs no more than 30,000 rupees to change that motorcycle from the one that we know to a hybrid. This is the time, and that is what we need to do. We do not need long drawn out policies. They are good and we can do them, but those are old policies that will take us back to the past. We need to look at this policy. Hon. Kiarie and ... view
  • 17 Nov 2022 in National Assembly: Thank you, Hon Speaker. In the year 2007, we picked up 87 bodies from the post-election violence. We also had a list of all those people who suffered, not only through loss of life, but also through loss of business. The compensation request had been put through and we have been waiting and waiting. It appears like the Government has a different criterion for compensation when it comes to Nyanza, especially Kisumu area. I support the Petition that Kisumu victims of post-election violence of both 2007 and later years be compensated. For those who lost their lives, their families should ... view
  • 17 Nov 2022 in National Assembly: Hon. Speaker, maybe, I did not hear or see your Communication. I do not know whether the ballot allows for independent candidates. I am told that there are one or two independent candidates around. Can I seek your guidance on that? view
  • 16 Nov 2022 in National Assembly: Thank you, Hon. Temporary Speaker. I stand to support this important Motion. In this time of climate change, we need to formalise some of these things. It is not that roads did not have trees planted along them. In Kisumu, we had some lovely roads and some lovely trees cut down very viciously just because somebody wanted to put a kiosk there. We were left with nothing. The planting of trees is not the issue. Trees are planted but they do not germinate because they are not looked after. When the Bill comes up, we will see how to amend; ... view
  • 30 Mar 2022 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I stand to support this important Bill and commend my colleague, view
  • 30 Mar 2022 in National Assembly: Washiali, for his consistency. I have been in the Departmental Committee on Finance and National Planning and I have seen the number of times he has come before the Committee. We have discussed this on many occasions and in various variations. I will tell you one thing, that we have been under a lot of pressure from the so called big boys and insurance companies. They do not want this Bill. There has been a monopoly in the insurance sector and the big boys, including some banks and insurance companies, have been fighting this Bill. The number of insurance brokers ... view
  • 30 Mar 2022 in National Assembly: have been a lot of objections and hurdles on the way to ensure that the brokers and other players do not get the ability to practice on their own right. It is a good process and if there is anything that we can call it, it is taking business back to the grassroots. This is one of the main Bills that will take business back to the grassroots, and professionalise it. With those few remarks, I support wholeheartedly. view
  • 2 Feb 2022 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I have been listening with great interest the concerns my colleagues have raised. Firstly, I declare that I am the Chairman of the African Parliamentarians against Corruption. Many parliamentarians belong to our caucus; I see Hon. Chachu and many others. We are most concerned about procurement laws. This Bill is here to try and solve some of the problems. I know that one of my colleague who spoke before me dwelt a lot on the issue of the Chinese. We are getting away from the actual fact. The issue is that the ... view
  • 2 Feb 2022 in National Assembly: against corruption as well as illicit funding. This goes hand in hand and it works in a funny manner. view
  • 2 Feb 2022 in National Assembly: We were in China at the Institute of Governance with 20 Members of Parliament. It was a very secure environment and others could not enter without going through detailed security check. Guess what happened? By the second day, there was a lady from Hong Kong who somehow broke through the system and was talking to our Members of Parliament about wealth management. That is the sort of thing which turned out that what the guy was doing – and they are very sharp - when they tender, a person comes to a governor and tells him that he needs a ... view
