Nothing out of order. May I seek your advice please on Clause No. 27 which you just said it is passed? In this Order paper, I see that the Bill be amended by inserting the following new clauses… Are you coming to that?

Thank you, Hon. Temporary Deputy Chairman. I want to advise that taxation in respect to trusts is different from taxation of further re- investment accounts. According to the Tax Act, and I am a professional in this matter, trust beneficiaries must pay tax on income rather than donations received and the principal amount. So, this particular amendment is flying in the face of taxation tenets. Not only will it be disputed but the taxman will demand tax on the income of the trust which does not relate to its maintenance or principal amount. So, this particular amendment is out of ...

Thank you, Hon. Deputy Speaker. You are aware that I had the honour of being the Chair of the African Parliamentarian Network Against Corruption (APNAC) Caucus and all of you are Members of this particular caucus. Of importance in the fight against corruption is that proposed members must be beyond reproach and have a passion for fighting corruption, which is a major scar in our society. It is not an issue of where they come from, but where their passion lies, whether they can be inked, are willing to put themselves in front to fight corruption and if they have ...

From that point of view, I am absolutely sure that the Justice and Legal Affairs Committee has done its job. It is now for us to look at it and confirm the appointees. Whether they are from one section or another geographically is not the issue. That is where we lose the fight. We are interested in anybody who can do whatever it takes.

Thank you, Hon. Deputy Speaker. You understand the passion with which we are speaking about this matter. There are many people with this kind of passions, like Hon. Duale and others. So, I cannot fault any of the nominees, and today we are saying thank you very much. Let us hope and pray that we give them the support that is necessary for them to be beyond reproach and to continue the project effectively.

Thank you, Hon. Temporary Deputy Speaker. I support this Motion. It is only in the last two years that I have realised how expensive what we call substitute is and how much tax has been added instead of being reduced. The mothers who are unable to breastfeed and I know of many cases are totally unable to meet the Ksh1,000 plus per tin, despite the National Treasury and Ministry promising us in the Departmental Committee on Finance and National Planning that they would reduce the VAT to nil. They lied to us and brought it through the back door. At ...

I plead that the House passes these Regulations and looks at the issue seriously and the Departmental Committee on Finance and National Planning be asked to re-look at the VAT on this particular item. Thank you.

Thank you, Hon. Speaker. I thank you for your guidance and respect of the issue of Hajj. I had raised an objection to the amendment of the Waqf Bill and, as instructed, forwarded it to the Deputy Clerk, Ms. Sarah Kioko, on 29th October, 2021. I note that my objection was also not captured on the Order Paper. I have been following through and I am told there might have been an oversight. I am requesting that if this matter is to be heard at a later date, the objection that I had raised in writing, as required by the ...
