  • 18 Aug 2021 in National Assembly: I am a member of the Departmental Committee on Finance and National Planning. The issue was presented to us and during public participation, the Kenya Deposit Insurance Corporation came to see us. They were the only ones who came before us to give a presentation. There is no question that the depositors’ deposits must be protected. The Ksh100,000 is a miniscule amount and what the proposer is suggesting is to go up to Ksh1 million. In essence, it is good but the problem that was presented to us, the Departmental Committee on Finance and National Planning, is that the Kenya ... view
  • 18 Aug 2021 in National Assembly: but here you are trying to talk about a sinking fund of Ksh130 billion versus a potential of Ksh1 trillion. Hon. Rahim is telling us that the potential of deposits can go up to over Ksh4 trillion. So, even if it goes to over Ksh4 trillion, if you are a banker, an insurer, or an actuarialist, you would want to work out a percentage of, say, Ksh1 trillion. How much will that be and how much would be the sinking fund that the KDIC should be holding? There is no point of saying a million shillings and yet one has, ... view
  • 11 Aug 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to oppose this Bill. The reason being I was in the Constitution of Kenya Review Commission (CKRC). We sat there for nearly two years discussing with many people this issue. My number was 407. The idea of nomination hitherto has been misused by all political parties without exception. The spirit of nomination by a political party was to be based on the strength of the person, that is, what contribution that nominated Member would bring in. The question was: what would be the added value to the House, the party and the ... view
  • 11 Aug 2021 in National Assembly: the former Chief Justice, Willy Mutunga, has been sitting around doing very little. Some of the luminaries who have done great work in this country ought to be nominated. I do not even see why we could not have Eliud Kipchoge nominated as an MP because of the strength that he brings to this country. He might bring to this Parliament what he values. I think that is the whole basis for this nomination. The whole spirit of nomination has been broken. The whole framework is broken. In Rwanda, Uganda and other countries, nomination is on the basis of the ... view
  • 11 Aug 2021 in National Assembly: I plead with those who feel this is important not to dismantle the Constitution to suit a person. If you have gone for nominations and are nominated like the person who stood against me... He was given the nomination but lost because the people decided. This country depends on the will of the people. Article 1 of the Constitution talks about the sovereignty of the people and not the party. So, the people decided I am better than the person who was nominated by the party. Let it be and the party should understand. view
  • 11 Aug 2021 in National Assembly: I think he misunderstood what I said. I would like him to read what it states, that is, that within 45 days from the date of election there is a list to change within 21 days after the general elections view
  • 22 Jun 2021 in National Assembly: Thank you, Hon. Speaker. The Appropriation Bill that we have just passed specifies the quantum of purposes and how to withdraw money. It is not straightforward as it was stated. view
  • 22 Jun 2021 in National Assembly: I refer now to the Finance Bill which contains the provisions of financing the expenditure of the Government. In all types of budgets, even the ones that we make at home; we start with how The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 22 Jun 2021 in National Assembly: much money we have and how much we will spend. Unfortunately, the Budget-making process that we go through here is the other way round. We first decide what we want to spend and then we go and see how we will raise it. This negates the whole process of Budget-making. This is something that we have talked about for a very long time. view
  • 22 Jun 2021 in National Assembly: We should do the zero-based budgeting, performance-based budgeting or a cruel system of budgeting but not the incremental budgeting that we do. Let us go back to the Finance Bill which has a number of issues that I support. Firstly, I am a ranking Member of the Departmental Committee on Finance and National Planning. Only the father of the House, Hon. Jimmy Angwenyi, has been there longer than I have. I want to state categorically that I have been the Member of the Departmental Committee on Finance and National Planning since 2007. view
