The rationale of this is that these clauses already exist in the Leadership and Integrity Act, 2012, particularly in section 14 and 23. This Act was established to give effect and establish the procedures and mechanisms for effective administration of Chapter 6 of the Constitution and for connected purposes. This Bill should fortify the mandate of existing legislations such as the Leadership and Integrity Act, through comprehensive provisions that address conflict of interest as an aspect of wrongdoing by public officers.
