Thank you, Hon. Temporary Deputy Speaker. I stand to support the Bill by my dear brother, Hon. Neto. This Bill was passed in 2013. The CS and the Executive seem keen to sabotage its implementation. We have the vision, direction and legislation, but the implementation is what lacks in this country. Vision without implementation, to quote a famous president, Mr. Kagame, “is hallucination.” While we have the three arms of Government; the Executive, Legislature and the Judiciary no one arm of Government should be frustrating the other. The Bill extends the fight against corruption to the private sector by criminalising bribery in that sector. Hitherto, corruption and bribery issues were restricted to the public sector. It also creates a legal obligation for every person who becomes aware of the act of bribery to report the matter to the Ethics and Anti-Corruption Commission (EACC). We feel that, that is a good thing but we might want to extend that not only to be EACC, but the police and other bodies. Thank you, Hon. Temporary Deputy Chairman. I rise to support part of the proposal in respect to withdrawals. As it has been stated, the function of the Controller of Budget does not extend to the level of compliance in respect of the national Government. So, I do not agree with Part (ii) but I agree with Part (i)
