Thank you, hon. Temporary Deputy Speaker. An organisation is as strong as the leader that leads it. Dr. Nzomo has what it takes to lead TSC and that is very important. 23 Tuesday 18th November, 2014 because of what they wanted, but because of the way they did it. I laud the Committee for bringing Dr. Nzomo on board. She has the institutional knowledge, background and she will be a tough lady. She is the one we need to change the Teachers Service Commission (TSC) around. As my colleague has just said, she has spent a lot of time in child abuse cases. Thank you, hon. Deputy Speaker. I would like to support the Water Bill that is coming up. However, I have some concerns. Water is a right for all Kenyans. The way we have dealt with water over the past few years is that we have privatized and thus taken it away from the poor and given it to the rich. I was the Mayor of Kisumu and at times there was tap water in Milimani and other places yet Nyalenda and other places had to buy water at Kshs20 a jerrican. Things have not changed.

This Water Bill that is coming up has gone the same old way that the World Bank wanted. They tried to push for privatization. I shall be bringing some changes at the Committee Stage but at this moment, I would suggest that there is no community participation or devolution involved in the water sector. In my constituency, there is a water treatment plant in Kajolo and it treats water and sends it down to the city and the people who live next to the water supply have no water. I have seen a number of young ladies going to Lebanon and when I ask whether there is a ban--- Even recently we were told they were coming from somewhere. I know, for a fact, because recently I was with a group of ladies who were seated in front of me and some of them were crying. Hon. Temporary Deputy Speaker, I was at the celebrations of the national day of Saudi Arabia not long ago and the ambassador told us that there are about 50,000 Kenyans working there. I asked him where he got those figures and he told us that he got them from his country. I remember asking the ambassador whether he knew how many people of Kenyan origin were working there. Hon. Temporary Deputy Speaker, I want to say this with great humility, Philippines, Indonesia, Malaysia, India, Pakistan and others have set in place a system to protect their own. Our country has set in place a system to sell our own. I say this without fear of contradiction. One of the most ineffective and useless embassies that I have ever come across is the one in Saudi Arabia.
