  • 18 Apr 2013 in National Assembly: In Europe every single primary school student has a laptop. As my dear friend, the hon. Member for Chuka/Igambang’ombe has said, it costs US$180. They need to see that the One Laptop per child Programme has e-box in it. It has everything. You do all you need and you do not require exercise or text books. It is all inclusive. I have done a lot of work on this and I think we can share some of the thoughts. We can go and see what is happening in Rwanda. view
  • 18 Apr 2013 in National Assembly: Further more, the nine areas that have been spoken about are good. We just want to see how we can all participate within the next four years to even get 30 per cent of that. If we can get 30 per cent, we will be lauding the Government. As an Opposition Member, I must confirm that we will support you, if you are right and we will criticize you, when you are wrong. The criticism will be constructive and not negative. As such, I feel that it is important that as much as we will be questioning that, we must ... view

  • 18 Apr 2013 in National Assembly: I would like to caution the Government that the Lamu Port and South Sudan Ethiopia Transport Corridor (LAPSSET) Programme is a white elephant in the making. We do not have to go far to see that other countries have tried this. I know that Iran and Pakistan tried such a programme which cost billions of dollars but they failed. They failed because they had not approached and involved the local population. I must speak about the LAPSSET. I feel that unless the local population of Coast and especially Lamu is involved, we will not go far. Finally, we have sugar ... view

  • 27 Dec 2012 in National Assembly: Mr. Speaker, Sir, a number of Questions have been asked about transformers. Could the Assistant Minister kindly tell us why sub-standard Indian transformers are being used and they break down immediately they are put up? Why are serious measures not taken to get good standard transformers? view
  • 27 Dec 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to put words in my mouth? I never said that Indian transformers are sub-standard. I just said there are transformers, which are sub-standard, which are of Indian origin. That is what I wanted to correct. view
  • 27 Dec 2012 in National Assembly: Mr. Speaker, Sir, I sit in the Departmental Committee on Finance, Planning and Trade and we have looked at this matter a number of times. The report the Minister is speaking about was requested by the KRA, CBK and KACC jointly. Therefore, the Minister is not right when he says they have not been given a copy of the report. I would like to look at the HANSARD, especially in respect of this report. I remember we were clearly told and it is the Member of the--- view
  • 27 Dec 2012 in National Assembly: Mr. Speaker, Sir, is the Minister misleading the House by saying that the report was never given to the KRA or CBK? At a meeting of the Departmental Committee on Finance, Planning and Trade, we were told that they had the report. Is he misleading the House? view
  • 27 Dec 2012 in National Assembly: Mr. Speaker, Sir, is the Minister in order to mislead the House again? The report as is very clearly indicated in (d) is the Report of the findings of the investigation as written by Mr. Melvine Smith. Is he also in order to mislead the House that the report was written by any one of the three? In fact, KRA, CBK and KACC were part and parcel as three partners whereas KRA was the secretary of that joint committee. This is on HANSARD. view
