One of the problems that we have in the Conservation and Management Act with respect to compensation is that there are not enough funds for compensation. The compensation is greatly delayed, sometimes for years on-end. One of the issues we need to deal with is to ring-fence that compensation fund so that it is rightly used for the purpose of compensating death and damage. The President has recognised and based himself on the three pillars of Kenya Vision 2030, namely, economic, social and political pillars. In the speech, he recognised the fact that the country is faced with hard times. Tough times call for tough measures. We must cut down the cost of living.
