  • 3 Aug 2011 in National Assembly: asked the Minister for Lands:- (a) when the indigenous land owners in Lamu County will be issued with title deeds; (b) whether he is aware that there is only one surveyor and two assistant surveyors in the whole county; and, (c) what plans the Ministry has to increase the number of staff in order to cope with the volume of work. view
  • 3 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, the answer from the Ministry is very inadequate. There is no commitment from the Ministry. As you are aware, there is a port which is coming up in Lamu and the indigenous people of Lamu are losing their land to foreigners. Even the areas which are mentioned here, where they are planning to prepare title deeds do not touch some big divisions in Lamu which have not been mentioned in this particular answer. I want a commitment from the Ministry as to when this exercise will be completed. We do not wish to have settlement schemes. ... view
  • 15 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, would I be in order to tell the Minister, since he has failed to tackle this issue, and since the American Government pronounced the issue of hon. Mwau, that this issue be referred to the Office of the Prime Minister? That is because it touches on security, drugs and everything. The Minister has proved that he has failed to follow up on this issue. He has not been able to tell us what action the Government has taken since President Obama announced the issue of hon. Mwau. view
  • 14 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, could the Minister tell us whether there was a budget for this project because it seems now they are dilly-dallying and they are coming up with excuses or saying there is no money or the tender is too high? Was there a budget in the first place? How would the Government commit themselves to a certain project and then in the middle of it, come out and say that there is no money? view
  • 8 Jun 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for Dr. Khalwale to mislead the House and Kenyans that we are here to ban vernacular languages and yet the Motion clearly talks about the use of those languages in public offices and in parastatals? view
  • 11 May 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I first want to thank hon. Namwamba for bringing this Motion which is very timely. view
  • 11 May 2011 in National Assembly: I understand, Madam Temporary Deputy Speaker. Thank you. view
  • 11 May 2011 in National Assembly: The fact which has contributed to the crisis of high prices of food and other things is the Coalition Government. This is because in the Coalition Government we have it is like we running two governments in one. Each side of this Government is trying to get a maximum share of the powers, resources and everything. At the end of the day, it is the common mwananchi who suffers. It is the taxpayer who carries the whole of that burden. About the food shortage, I do not see why the Government should not be able to feed its own people. ... view
  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I second the Motion. It is very important for this period of time to be reduced so that we compete with time. Since we passed the Constitution, we need to do implementation and this is part of it. We need a credible judiciary in place so that Kenyans can be sure of the judiciary system in the country. When we reduce this time limit, it will give the Judicial Service Commission (JSC) a chance to recruit more judges and, more so, women so that we can have women in the Court of Appeal and the ... view
