Mwanzo, ninaunga mkono Hoja hii iliyoletwa na Bw. Affey na ningependa kumfahamisha Waziri ambaye amejaribu sana kurekebisha haswa ofisi ya kupata cheti cha kusafiria--- Ukiangalia Sura ya 14(1) ambayo inaeleza wazi kwamba ikiwa mwenye kuomba kitambulisho ni Mkenya, basi mmoja kati ya wazazi inatosheleza yeye kupate kitambulisho. Sura ya 12(1)(b) kuhusu cheti cha kusafiria katika Katiba mpya inaeeleza kwamba ni haki ya kila Mkenya kupata. Lakini ningependa kumfahamisha Waziri kwamba kwetu Pwani, shida hii ni ya ajabu. asked the Minister for Lands whether he is aware that Mr. Ali Chiti was allocated land in Mombasa vide Ref. No 2811/1/MN and File No. 263737 and, if so, why the Ministry has declined to process the title deed even after the owner accepted the special condition of paying the legal fees and charges of Kshs.55,620 on April 21, 2008.

Mr. Temporary Deputy Speaker, Sir, with all due respect to my very good friend, the Minister, the letter of allotment was issued on 6th March, 2008. The cheque was issued on 21st April, 2008. Why did the Ministry take almost three years to reply to the owner of this plot?

Mr. Temporary Deputy Speaker, Sir, according to the Ministerâs answer, the same cheque was released to Ibrahim Ahmed for replacement on 18th October, 2010 and replacement is being awaited. I would like to inform my very good friend that the cheque has been paid and I have the receipt from the Ministry of Lands. I can table it to prove that the cheque has already been sent. When will the title deed be issued---

Mr. Temporary Deputy Speaker, Sir, I wish to thank the Assistant Minister for the answer. You have heard that an amount of Kshs16,086,625 was spent on this programme. This is a lot of money, considering the fact that we still have Internally Displaced Persons (IDPs). Half of the tree seedlings that were planted are already dead. What measures is the Ministry taking to ensure that the remaining half of the seedlings that were planted is nursed, so that they can stay alive?

Mr. Temporary Deputy Speaker, Sir, with all due respect to the Assistant Minister, who is a professor in political science, when I asked this Question I did not direct at only jobs. I asked a Question on the issue of KKV. Could the Assistant Minister follow up with the line Ministries and come back with a concrete answer on the issue of KKV and not on the issue of jobs?
