individual counties. That is the only way we can ascertain that there is equity in the spending of national resources, remembering that the national Government will borrow without any reference to the county governments or this House. Mr. Speaker, Sir, we have no sight over that spending. That spending will be spent however they want, but when it comes to payment, all of us are on the hook. Therefore, this is a conversation we should focus on for the remainder of the term.

Mr. Speaker, Sir, the Senator for Kisumu has assured me that he is not more than five minutes away, but we cannot keep the House waiting. So, I will proceed to ask the questions on his behalf. Thank you, Mr. Speaker, Sir. Madam Cabinet Secretary, I saw a very curious statement from your Ministry on 17th March, 2025, regarding the circumstances surrounding the deployment of KDF in July, 2024. As you know, I am a firm believer in the freedom of the media. We must accept that we were all very concerned to see the army in the streets after the protests. My party leader has addressed certain possibilities given histories in other places, including Sudan and Egypt. What, in your view or of the Ministry, was inaccurate in the report by The Daily

regarding the possibility of this country being handed over to the military in the event the regime collapsed in July, 2024? You need to tell us because the statement said that the report by The Daily Nation was false, baseless, misleading and reckless. Mr. Speaker, Sir, first of all, I thank you for the confidence in both the Senator for Meru and I to execute that duty that you sent us to do on behalf of the House. As the Senator for Meru has said, these are not new matters. It is compliance by the national Government and the county governments with a Collective Bargaining Agreement (CBA) that was signed after ...

hope that you will agree to this, hon. Speaker, to a meeting that will happen with the Committee on Health of this House. We have proposed that we invite the Chair of the Council of Governors (CoG), who are representatives of the CoG, together with the Cabinet Secretary responsible for health. We will provide the necessary environment for all these issues to be ironed out in a manner that will leave everybody satisfied on the challenges that the Government is facing on the CBA and all these other issues of absorption of UHC workers. From then on, we can at ...

Thank you, Mr. Speaker, Sir. I want to take this opportunity on behalf of the Senate to welcome the students from Hillcrest to this honourable House. I hope that they enjoy their tour of the Senate this afternoon. I am being informed by Sen. Olekina - he used the very same words - that some of his children attend Hillcrest. I, therefore, needed to convey that message. That it is a school that some of our children in this House attend. The electronic version of the Senate Hansard Report is for information purposes only.A certified version of this Report can ...
