  • 17 Sep 2024 in Senate: never been met for some reason. KPLC will explain to the public why that is the case. They are never given that priority to be able to pass that benefit to Kenyans. There is also a proposal to tie the hands of KPLC so that priority is given to those who generate electricity through renewable technology. This morning, the team from Tullow Kenya appeared before the Senate Committee of Energy to discuss the field development plan for the Lokichar Basin. From the evidence given by the management of Tullow Oil Company (TOC), there is a recognition across the world that ... view
  • 17 Sep 2024 in Senate: The register in that subsection is to be prepared within 90 days from the date of operation of this section and be open to inspection by members of the public in accordance with Section 5 of the Access to Information Act. Lastly, we have provided that the authority shall not approve an energy purchase agreement that fails to comply with all these provisions that we are introducing. With those many remarks, I beg to move. I request Sen. Madzayo to second. view
  • 17 Sep 2024 in Senate: Thank you, Mr. Temporary Speaker, Sir. I rise to reply and start by thanking all my colleagues who have made contributions to the amendment Bill, including my sister Gloria who started by petitioning on my behalf that the air conditioner be put on. I was sweating here profusely and I did not know what was going on. Mr. Temporary Speaker, Sir, in closing, this amendment intends to enforce transparency and public accountability of the electricity sector. KP came up with a slogan; view
  • 17 Sep 2024 in Senate: . I am very proud to be a Member of the Energy Committee. We decided to shine a spotlight on the pain points in the electricity cost. I assure Members that every contribution made is important. We learned from the interactions of the committee and our focus, for instance, was on the fuel cost charge. The highest component of our electricity bill is what has resulted in some of these amendments proposed and the recommendations made by the committee. Mr. Temporary Speaker, Sir, the fuel cost charge accounted for about 25 per cent of all our electricity bills. This was ... view
  • 17 Sep 2024 in Senate: Some people think that these discussions that happen in the Senate or in our committees are idle talk. I am happy to assure Members of this House that I can already see movement in terms of implementation of these recommendations. I must thank all the stakeholders; the Ministry of Energy, the KP and all the other stakeholders for trying to put in place some of our recommendations. I will give an example of just three of them for the benefit of the House. One of the proposals we have made and is in the amendment Bill, is prioritization during the ... view
  • 20 Aug 2024 in Senate: Even if you pretend you have not heard us, we have told you the truth. You are an embarrassment--- view
  • 14 Aug 2024 in Senate: Mr. Speaker, Sir, I happen to be a Member of the Senate Business Committee (SBC). There has always been debate when we come to this juncture on which of the two methods is superior. I have held the position that the committee way is a far superior way of interrogating these issues than the plenary. I have four reasons to advance in support of this thinking. First, the Senate is on recess, and I know that people had committed to do other things. It is not fair to drag the entire Senate to sit here just to listen to these ... view
  • 14 Aug 2024 in Senate: You can hear them shouting, Hon. Speaker. What do you mean? view
  • 14 Aug 2024 in Senate: Mr. Speaker, Sir, let me proceed, Hon. Speaker. I want to address the question of interrogation and the cross-examination of witnesses. This is a frustration that Members shared last time when we had the proceedings in plenary. I have experienced both of those methods. It is my humble view that it is easier, better and there is greater opportunity to cross-examine witnesses and ask supplementary questions when you go the committee way. A question was raised on the involvement of our nominated colleagues in decision making when it comes to this issue. In my view, the nominated Senators get a ... view
  • 14 Aug 2024 in Senate: Sen. Ogola. I have all the faith that this team of 11 can execute this assignment on behalf of the House. Lastly, I join my colleague, Sen. Olekina, in saying, there is no other influence other than the evidence and allegations that is going to bear the decision of this House when we sit to determine this matter. So, people should stop sending us messages. I do not understand why people are sending us messages from Meru and all sides telling us, this is so and so--- view
