It was in that meeting where it was clearly said that the cost of a classroom should be Kshs1.5 million. Having constructed classrooms using CDF funds, it would be tantamount to stealing from parents and the country if one classroom will cost Kshs1.5 million. What informs him that the student who will be having that birth certificate will be a proper candidate who will be sitting the examination?
