On the one hand, he has said that Mr. Muriuki was declared a deserter and on the other hand he has said that he was a suspect. Once an officer deserts duty, does that call for him to be extra-judiciary terminated? Is it the policy of the police force to kill their officers who desert duty? This man was not armed.
