  • 19 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, while I would not like to interrupt my senior; of course, him and me were in Moi Forces Academy and he was a year ahead of me. I would like, if he could expound much more on the difference between zero-rating and exemption; because we have to go to the root--- view
  • 19 Mar 2014 in National Assembly: I am just concerned that the explanation of the Leader of Majority Party narrows to exemption, while we know that you can exempt a product, but going down to the raw materials, if that is not properly done through zero-rating, then the same is effected and passed over to the consumers. He should come clean because this is what I think hon. Ng’ongo is trying to address through this Bill. view
  • 19 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, thank you, for protecting me. Allow me to contribute to this important amendment to the VAT Act that this Parliament passed. This Parliament has a responsibility, of course, to make, amend and repeal laws. This is one of the best laws, I agree, that was passed by this House. However, immediately after we had a serious outcry and this led to the amendments that have been brought by my friend and model, hon. Ng’ongo, to address some of the issues that Kenyans were crying about. Indeed, we never heard people saying that they did not want ... view
  • 19 Mar 2014 in National Assembly: consider that households that are yet to access electricity should be at an advantage when this amendment carries the day. Water services to arid and semi arid areas is a very important commodity for our society. We know that water is life and not only in semi arid areas. These could have come during the Committee Stage because we realize that we have to deal with the matter ... view

  • 13 Feb 2014 in National Assembly: It is Kabondo Kasipul. Thank you, hon. Temporary Deputy Speaker. In reference to what the Leader of Majority Party gave us as guidance on matters that are coming for debate next week, this matter has been listed that in case the business is not concluded today then it comes up next week. So, we have no business reducing the time; let Members debate. I am not of the opinion that every time there is an issue you try to reduce the time for debate. It is just that a Member has risen and has been seen but there is no ... view
  • 13 Feb 2014 in National Assembly: So, I beg to oppose. view
  • 20 Nov 2013 in National Assembly: Thank you, hon. Speaker for giving me this chance. I happen to fall within the generation that is mostly affected by drugs in this country. I will be the last person to oppose anybody who is so passionate about fighting drugs in this country. However, as a House, hon. Members must take responsibility that we are all collectively responsible for laws that emanate from this House; whether bad or good. So, if today we agree that hon. Mututho is passionate about fighting drugs then this House must also come up with mechanisms for curtailing his passion for other things like ... view
