  • 27 Jun 2013 in National Assembly: I am very sorry, hon. Chair, for usurping your powers. I am very sorry. I beg to second on the basis that we have many things that, as a House--- There are powers given to us to allocate and locate; we can set priorities and assist the Government achieve its goals. Certain things may not seem a priority. I am not debating; I am just saying that up to this stage teachers earn Kshs150 responsibility allowance, while the civil servants earn Kshs3,000. The disparity can be eliminated by additional money that is going to come from Vote 106 and be ... view
  • 19 Jun 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker and hon. Zuleikha, for giving me this chance to contribute to the Motion. My concern is that NYC is a creation of this House. Article 55 of the Constitution of the Republic of Kenya makes it mandatory for the State to take measures to ensure that the youth are given an opportunity to participate, associate and be represented in the political, socio-economic and other spheres of life. In as far as Parliament has the legislative role, it follows that the oversight role was added to this House to ensure that when we pass legislation, ... view
  • 4 Jun 2013 in National Assembly: On a point of order, hon. Speaker, Sir. I rise on a point of order noting that every committee is giving a timeline within which it will respond to the issues addressed to it. I have noted that regarding the Statement requested by Hon. Odanga, the Committee on Justice and Legal Affairs has not given any commitment as to whether it will require one year or six months to give it. Thank you, hon. Speaker, Sir. view

  • 16 May 2013 in National Assembly: Hon. Deputy Speaker, I may sympathize with my friend hon. T.J. Kajwang over this matter. I would like to support Eng. Gumbo, not for the purposes of the matter being discussed here today, but because of the precedent that we are going to set. Minutes are not about the content of a report. Minutes will help us in this House, because we are going to read the HANSARD to get to know the hon. Members’ position on certain matters before they come to the House; so that tomorrow we will not have view
  • 14 May 2013 in National Assembly: Thank you, hon. Speaker, Sir. I am hon. Osele, the Member for Kabondo Kasipul. I rise on a point of order to state that we know that hon. Members of this House are learned, and that they are very good in English but it is not in order for hon. Members to use the same English saying one thing and withdrawing the same using another language on the same subject matter. The Committee had the responsibility of knowing that if this was a bad day for this lady--- Of course there are bad days. You can wake up and face ... view

  • 14 May 2013 in National Assembly: Hon. Deputy Speaker, is it in order for the hon. Member to mislead the House by suggesting that it does not matter to us where the Cabinet Secretaries come from when the Constitution of the Republic of Kenya, in Article 130 is clear that the composition of the national Executive shall reflect the regional and ethnic diversity of the people of Kenya? That is what we voted for as Kenyans and you cannot take us aside. Otherwise, you should have prevented us from voting for that provision. view
  • 25 Apr 2013 in National Assembly: Thank you, Hon. Speaker, Sir. As I rise to support this Motion, I would like to direct hon. Members to Article 94(4) of the Constitution of the Republic of Kenya that mandates Parliament to be the only state organ with the responsibility of protecting the Constitution, and also promoting democratic governance of this country. To that effect, the manner in which we conduct ourselves in the House and conduct the House business is very important. To me, it will be necessary not to overcrowd the committees but expand them in line with departments of the Government so as to provide ... view
  • 25 Apr 2013 in National Assembly: Hon. Speaker, Sir, there is also a trend in the House by which we may abdicate our roles as one of the state organs in the belief that we belong to one coalition or the other. While in Parliament the oversight role we are going to play is going to help the Government of the day in conducting itself and serving the country. So, to us it does not matter whether we are in Jubilee or CORD, because at the end of day you will realize that I am in CORD, but I am closer to State House than you ... view
