I listened to the Chairman give his response and I agree that he is really trying his best with regard to insecurity in our country. However, he needs to be told that strikes by the disciplined forces are constitutional. Article 41(d) is very clear that every worker has a right to strike. I would like to know whether there is another provision within the Constitution that outlaws or makes it unconstitutional. view
  • 25 Sep 2013 in National Assembly: Hon. Deputy Speaker, I am on the same issue. I would like to refer hon. Kaluma to Article 247 of the Constitution, which gives Parliament the power to legislate. It states that:- “Parliament may enact legislation establishing other police services under the supervision of the National Police Service and the command of the Inspector-General of the Service”. This Motion is properly before the House, in my opinion. view
