Mr. Speaker, Sir, the Mwaliko Commission of Inquiry was commissioned in the year 2000 using taxpayersâ money. This Commission gave key recommendations. However, the Ministry internally chose a small inspection routine to overturn the Commissionâs decision. We would like to know why the Minister chose the small team from his Ministry to overturn the decision of Mwaliko Commission of Inquiry and yet, taxpayersâ money was used to investigate the Harambee Sacco.

Thank you, Mr. Deputy Speaker, Sir. I also stand to support the Bill. I want to take this opportunity to thank every person who has contributed to this very historical Bill. I want also to congratulate hon. Affey for having the courage to bring this Bill. The colonial Government enacted many laws that specifically targeted the people of northern Kenya. Mr. Speaker, Sir, I support this amendment because it is a reality. It is something that we have seen before. We have seen young girls being married off to old men. We have seen young boys getting married to old women. We are here to protect all our children, both boys and girls. We need only adults to marry adults.

Mr. Speaker, Sir, I beg to support the amendment. We are restructuring the Government, our systems and also designing different systems. This is because Kenyans said that they wanted to be involved in decision-making in governance, social and economic participation. We are saying that land is a very important resource and the community owns it. Traditional societies own land. So let us give them the chance to manage their own affairs. We have already appreciated a devolved system of government. So, why are we giving with one hand and taking away with the other?

Mr. Speaker, Sir, I second this amendment. The reason why I am seconding is as Prof. Kamar has indicated. We foresee that if we have the additional 80 constituencies, then we need the women to be elected on the basis of that number and the Senators to be elected on regional basis.

Mr. Temporary Deputy Speaker, Sir, this amendment was meant to increase resources to the devolved units. That is where we need resources but due to the fact that this House, for the last two days has acted irresponsibly, I withdraw my amendment.
