Mr. Deputy Speaker, Sir, you are my witness that last Wednesday when the Minister for Immigration and Registration of Persons was responding to a Question he was asked in this House, he said that people of North Eastern Province enrolled in the refugee camps because they wanted to go and get food. Mr. Deputy Speaker, Sir, it is unheard of for somebody to say:- âI can see a problem, but let us not deal with itâ. This is the moment. This is a historical moment. Let us address those problems and let us face it. With regard to representation, it is not right for us to look at only one parameter, namely, population, and fail to consider the geographical conditions, community interest and means of communication.

asked the Minister of State for Immigration and Registration of Persons:- (a) to provide the staffing level at the Department of Registration of Persons in North Eastern Province, the months worked in 2009 and the amount of money they were paid; (b) to give the names and number of applicants for national identity cards in the province in the last one year, indicating how many were issued with the document; and, (c) whether he could also explain the requirements for vetting procedures in North Eastern and clarify whether the procedure applies nationwide?

Mr. Speaker, Sir, I would like to thank the Minister for giving me the list of the names but, unfortunately, the list of names has no dates, locations or districts. So, it is very difficult for me to peruse this list and know the people from North Eastern Province (NEP).

Mr. Speaker, Sir, the hon. Minister has given us the requirements for vetting of applicants for identity cards in all the border districts. I have a different set of the regulations that he has read. He read six regulations and I have 19 regulations here. If you allow me, I can read the 19 regulations short-term and six regulations long-term.
